Yes, the resolution of an issue depend on the "right" leader being available at the "right" time to resolve these issues. THis actually differenciate great leader from a terible one. It the situation which generates the leader in a person. How he manages the his follower is anart which makes him leader. The right time and the right decision during that time tells about the competency he has as a leader.

The collaborative leadership style really helps in this. Hence I believe that the time and the decision during that time results into a good leader.

Yes the poilitical leadership also determines whether peaceful solutions or violent outcomes result. How a leader's ideology is , likely to change the country. For example Gandhiji in India was a peaceful solver hence he got his person done using non violence, whereas Hitler was a violence oriented person which won the battle using violence.
