As per textbook definition the political administration dichotomy refers construction of boundaries of public administration and asserts normative relationships between officials and administration in democratic economy.
It clearly states and distinguishes between practices of governance that belong to political realm on one hand and on other hand belong to bureaucracy. For example in India the democracy rules allow citizens to choose ministers however it is the bureaucracy of higher order ministers which choose candidates for post and hence thr tradeoff makes the democracy nature of country irrelevant
