In a present day government performs the varieties of work or functions. Now government is acting as a welfare state. Government is no longer considered as a police state. But still following is the primary task of the government or state:

• Maintaining the law and order is the primary function of the state. Maintaining law and order makes the state secure and its citizen have faith in the government system.

Government cannot sustain itself without maintaining law and order. Government can work effectively if law and order is according to the constitution. Fear in the front of law and order can destroy the whole structure of the government and state.
