I agree with the statement as in the US the foreign policy powers are equally distributed between the president and the Congress which makes a system of checks and balances on both the parties

In my opinion it will lead to a positive development as most of the decisions regarding foreign policy are taken by the Congress and in case of emergency and disputes the powers are vested upon the president which ensures a system of checks and balances.
