Hi! I'm working on a project and struggling to piece my thoughts together. I am supposed to come up with a problem statement and research question regarding public policy. The example given is:

Problem statement: • Governments have supported decentralized approaches of delivering social services. • Emphasized interorganizational collaboration to improve service integration and reduce fragmentation. • However, it is hard to evaluate how much collaboration is taking place among nonprofits and what extent they collaborate.

Research Questions: • Why do nonprofits collaborate? • What factors are associated with the extent of collaboration?

I would like my problem statement to revolve around minimum wage laws in America. If anybody could help steer me in the correct direction it would be greatly appreciated! Thanks!

problem statement- minimum wage laws prevail in america takes into consideration the lest skilled person. it takes into account the lest skilled person and gives enough wage so that the lest skilled person can also live a good life. this law has an effect on the people of america and it might kill there interest to become more skilled because they can maintain a minimum standard of living without going for extra hardwork and acquiring skill.

research question- is the minimum wage law good or bad for the economy in the long term?? how much burden this minimum wage system puts on entreprises? and how it affects the profit potential?
