Do you think a payment of $550 is fair for the victims of the disaster? What do you think the payment would be if the disaster occurred in the United States?

The payment for a disaster should be proportional to the damage done. Thus if the disaster lets say is the break in of a shop then $550 would be a fair payment. In case the disaster is more extreme like a hurricane or a tornado that causes damage that compensation would be small. In case of the United States the compensation should be more as the standard of living is higher there. The value of the payment should thus determine on several factors like the nature of the disaster, the level of damage caused and also the losses incurred by the particular individual. Thus the compensation will depend on several factors. There cannot be a one size fits all rule.
