The Stepping Up initiative is a national program aimed to shift people with mental illness in jail to treatment centres.
This is important because a lot of taxpayer money which goes into jail maintenance gets used up in making arrangements for the mentally ill convicts. So, instead of wasting the money here, it is important to re-divert the treatment plan of such convicts by moving them to treatment centres where they can not only be treated property but can also move out to become well behaved working individuals who contribute towards the economy's GDP.
Ideally, the government should pay for it because it is like a social welfare program where the mentally ill convicts are treated to become well capable and earning individuals of the economy who contribute back to the economy's GDP by taking part in production activities.
