Frictional unemployment occurs when an individual voluntarily leave his job and shifts to the other job or an individual entering into the workforce for the first time. The workers looking for the job or a student who just got the graduation degree comes under frictional unemployment.

In the above question, dentist is a fresh graduate who just got the graduation degree and is seeking for the his dental office which will be build in three months. So he is considered under frictional unemployment.
