Why does Google care whether people think it is large or small? Do highway billboards actually provide competition for Google? Explain.

Google care that the billboards present on the highways be some waht large because while updating google maps it has to use the data which is present already so sometimes there will be small towns which may not be noticed by people which are far from cities and highways. Thus Google care that its maps are accurate so for making sure that its maps are accurate it see that the billboards appear some waht broader.

No highway billboards are not competition to google because highways bill boards only show the direction and distance of the places from highways but google maps shows the accurate roads with each and every turns and directions without requirement of any help from people going on road or without any confusion whether we are in wrong firection or not.
