Reconstruction was to refurbish the south after the civil war and admitting the confederate states to the union once again.The two different approaches to reconstruction are Presidential reconstruction and Congressional reconstruction. Congressional reconstruction blamed the south for civil war and asked for penalty. The Radical Republicans proposed the Wade Davis bill. This would need 50%of the voters from the southern states to  be loyal to the  United states.This was an impossible task as the southern supporters was of the opinion that this law would lead to the north dominating the south for their own political interest.  For eg to be included once again in the union the southern states were required to guarantee former male slaves as well as free blacks suffrage,
