Ans. 1) True , This does not reduce the property right in any sense because falling of Leaves is a natural event and have nothing to do with the Property Rights. This is only more of an extra burden or a hassle.
2) This statement is non sensical because there is consensus on what Social Welfare is , In an economic system , Decisions are taken on Cost Benefit analysis . A thing which is helpful for poor may not be in welfare of rich. Hence this statement is nonsensical.
3) This is because , The middle of every city is designed to attract more and more tourists and thus middle of the city is made more attractive , best infrastructure is build in the middle whereas , activities like Golf , Bus terminal etc are located in suburbs as a part of Proper city Planning.
