  2. Developing premises.
  3. Evaluating various alternatives to achieve the goal.
  4. Choosing the best alternative to achieve the goal
  5. implement the method or the alternative selected.

Based on these steps selecting senior officials to manage program resources is not a step included in the process of planning and analysis.
