The statement mean that regional free trade aggrement such as NAFTA and Intra Europe might result in losses for the some groups such as domestic producers and the domstic labor. Because when such agreements are made, the there is sudden rise in the trade, so one country having advantage in low cost production export to other countries which might see decline in their domestic production due to low cost imports resulting in decline in profits and revenue for domestic producers and also lower jobs.
