Simply public goods satisfy two criteria non excludable and non rival. E. G air is non rival as your use doesn't reduce consumption of others. Neither is it excludable I. E companies can't prevent you from its use. On the other hand some goods have these characterises only to a limited extent. E. G club goods are non pure public goods. They are excludable but non rival. E. G cable television is non rival to a substantial extent. Your use of it does not reduce others consumption. But companies can prevent you from its use. So its excludable
