It can be mentioned that college education is a results in a positive externality and there is a market failure if this is not treated because the supply would be less than the expected level. In order to correct the externality the College tuition in Texas has acted right direction so that the provide scholarships and incentives to the students as a result of which more students come and take the benefit of education and this can increase the total number of students graduating every year as a result of which the externality would be corrected.
