Woodrow Wilson

Wilson always believed that bureaucracy should consist of workers who are skilled and they should be selected on merit basis. During his time they use to select these workers based on their affiliation and loyalty to a political party.

He wrote an essay known as The study of administration and this theory of selecting people on merit basis is know as administration dichotomy. This thought Wilson changed the functioning of US government as it became more efficient after the selection took place on merit basis.
