Legislative branch of Federal Government is responsible for making public policy, which consists of the House of Representatives and the Senate. It makes all laws, declares war, enacts policies regarding national as well as international commerce. It also authorizes taxing and spending policies of the government. It has the sole authority to enact legislation granted by the constitution. Both the House of Representatives and the Senate have extensive investigative powers. The Congress can even over-ride a presidential veto by passing the bill again by two-thirds of vote by the House of Representatives as well as by the Senate. There are 435 elected members in House of Representatives and 100 members in the Senate.
