1) How would professional baseball change for both teams and fans if it practiced promotion and relegation?

If the professional baseball practices promotion and relegation than teams would constantly be under pressure to perform which will make it highly competitive and a good earning platform as only qualified players who have perfected their skill would be able to survive in the market.

The fans on the other hand would find it hard to relate as their sportsmen will keep changing because of this. Fans who usually get attached to a player in a particular team, this target audience can be lost as the players will keep changing constantly. But the audience which supports a specific team based on its name, those will be satisfied as class players will ensure victory for the team.
