From the article: “Some states are trying to address the issue themselves. Iowa has told employers to report employees who refuse offers to come back [to work].” Should employees be forced to return to work? Suggest another strategy that states could use to encourage workers to return to work voluntarily.

It's not good to force the Employees to come to work. It will adversely affect their mental health in such a critical situation. It's like asking them to choose between starving and endangering their life.

Instead of this method alternative methods can be adopted.

* If possible, provide them an opportunity to work from home. Technological advancements will come handy in this situation.

* If there is no way to avoide making them come to working place. Ensure their safety at any cost. Make arrangements in the working place that facilitates social distancing even while working.

* Provide the workers with special transportation facilities .

* Provide them all the necessary means like masks and disinfectants.

* Shops , restuarants etc can resort to home delivery . In that way, workers won't have to work in populous atmosphere.
