This is because of the fact that when unequal states are actually involved in a closed structure, what happens is that the individual countries might actually fight for the resources they don't have and this can lead to more self centred nature with the countries rather than striving together for development on the whole and this can indulge more competitive environment rather than collective approach. This is why it would not be fair with few unequal developed States to lead a closed structure.
