So the condition that holds for an economy to reduce efficient level of pollution is that "the marginal costs of pollution should be higher than the benefits of pollution " then only restrictions on pollution will be possible in a state.
The condition to hold a cost effective pollution control policy is that " polluters who do it at least cost must reduce most of the pollution (here general public must take the responsibility to abate the pollution ) in an economy.
