Given all of the national, state and local resources that have been devoted to addressing poverty in this nation, why does poverty still persist to the degree that it does today?

poverty is a situation in whic people are not able to fulfill their basic needs like food,clothing,shelter,education and health needs. There may be many reasons for poverty like unemployment,rise in population, less capital formation,inequality,lack of resources etc. but if are devoting all our resources then also poverty problem is same as before then it is a matter of inequality in my opinion. There is not proper allocation of resources to remove poverty. Only devoting resources to reduce poverty is not enough, there should be check on equality also.
