No, in a pure laisse faire system the government will not provide education or health facility or any other basic service, it will all depend on the private entity. Depending on the demand for the goods and services we will have different standard of schools some may be charging a high fees and a world class education and some will be catering to the demand of middle class consumers. Government will not interfere in this market.
The main reason why do not have such laisse faire is because it tends to over look the needy who cannot afford such basic service and serve only those who can pay.
