This is unfair and unjust use of the funds. Agreeing to this request of the council is not correct ethically or generally. The resident council being new must be highlighted the importance of solving drug related issues. One can try and convince them by highlighting what a menace can come if this problem is kept unchecked.
Instead of directly refusing or being adamant/ stubborn, one must tactfully convey their points so that the council feels guided and not confronted. Otherwise they would get the same thing done from the help of some other person.
