The powers of the prime minister are all based on constitutional convention. The prime minister is the first minister, the governor general names the prime minister who then offers advice on the appointment of the other ministers. It is this right to advice on the assignment of the cabinet posts that constitute the core of the prime minister's power. The fact that prime minister control the membership of the cabinet gives prime minister a tremendous amount of influence over all the other members of the cabinet.

To limit this source of power, the prime minister should not be allowed to excercise influence over the appointment of cabinet mininsters. A different mechanism should be developed for the appointment of cabinet ministers.
