Answer - It is necessary to have the check over the executive and it is not the political over reach of power. The system of the checks and balances is present in all the parts of the government namely legislature , executive and judiciary. It is the work of the parts of government. It is because of this system that the congress is able to pass the bill with 2/3 majority even above the Veto of The president. Hence , this is not the overreach of power. The executive also keeps a check on other parts of government.
