phillippines has had a functioning democracy since independence from U.S. in 1946. but since than a small group of powerful families has dominated and kept the economic benefits of power to themselves. the most important part of phillippines political system is elite domination. in phillippines the power group works to influence government but thats actually everywhere in this world but whats different in phillipines is here upper class is divided into class fraction dependent on government and their competing demands on government have made it impossible to formulate and implement a coherent economic development policy. even after gaining the status of independent country , a combination of bureaucratic rules and informal means including voilence made things difficult
