A single processor CPU can execute only one process at any given time.

So with 64 CPU, the maximum number of process in RUNNING state is 64.

The maximum number of process in BLOCKED state is 200 since there might be a scenario where all the process require some resource or I/O operation which is not currently available. Thus all of them can be blocked.
