Congestion refers to heavy message traffic in the network layer which reduces the response time. It is similar to a traffic jam on the road where the road is having more cars than it can handle. There are various ways to prevent this scenario:

1. Increasing The Bandwidth
2. Traffic Prioritization
3. Use Redundancy

Increase Bandwidth:

Bandwidth increment allows your network to transmit more data in a given time frame. While using this method one thing should be kept in mind that a network can be as fast as its slowest component. Therefore if the organization requires 10Mbps of connection there is no need to upgrade to a Gigabit ethernet. Instead one can focus on identifying and upgrading the points where the network is slowest which will give you the most out of the bandwidth increase.
