Companies that do business in multiple countries have to comply with country specific laws such as GDPR in Europe and HIPAA or ITAR regulations in the US. How does the company develop policies that reconcile some of the differences between the different country laws?

A company can always choose to modify its business ethics depending on the country where the business is carried out. The important thing to remember here is that the conduct of the company and company employees is judged by the country standards pertaining to ethics of the country.

That is why company policies, rules, regulations, etc. set certain parameters for the conduct but leave the rest for flexibility purposes. These can be adapted as per the "why" behind adaption.
