A centralized data dictionary defines all of the data peering in the database. If your programs will require data fields not appearing in the data dictionary they will not be able to extract data from the database.

why because for example if we consider the libraries of a functional database ..we have to initiate the libraries or call it as headed then only the specified fields of data is accessed..if in case we called the functions which are not in our data dictionary will won't allow to extract data from database... similarly it is not possible to programs which doesn't have data fields in data dictionary will not extract data from the database.
