Network Congestion: Network Congestion is a state which occurs in network layer when the flow of message traffic is high. When this situation occurs the response time slows down. This is called Network Congestion.

Reducing Network Congestion leads to better performance.

The difference between Traffic Throttling and Random Early Detection for reducing congestion in a network:

Traffic Throttling Random Early Detection
Traffic Throttling is the intentional slowing or speeding of an internet service by an Internet Service Provider(ISP) i.e. it manages the flow according to the traffic.

Random Early Detection(RED) is a data queue control mechanism to improve data utilization during network congestion. In RED, Transmission Control Protocol(TCP) sliding window is helpful to maximize bandwidth usage while avoiding traffic congestion.
