1) More specific HTML is markup language which means more over formatting and presenting.
2) There is no logical constraint like if/else which is used to be in typical programming language.
2) There is no computational power means HTML can't sum up the 2+2 = 4 it need to take help from javascript.

1) HTML is a programming because it gives kind of instruction to browser to render the headers.
2) There are different types of tags and tags-attributes which allows to control and normally programmer used to do that.
3) It also has versions like programming language recently HTML 5 got introduced with new features/tags.
