Is it possible to develop a clear method of computer ethics that follows universal principles but also allow modifications in certain circumstances? Does Moor's method of “ethical policies” based on the principle of Just Consequentialism adequately address this dilemma?

Yes it is possible to develop a method of computer ethics which follows universal principles and allows a user to modify in certain circumstances this will be very helpful in numerous occasions but it also makes it generic and will serve more than one purpose and the modification will allow user to customize the method according to his or her requirement. Yes Moor's method of "ethical policies" is based on the principles of consequentialism adequately because Moor's method is based on nature and social impact of computer technology and the consequentialism is also based on the nature method of a conduct and the judgement
