So, the failover concept is that when one of the cluster fails, the operation should start from the another cluster such that the business continuity doesn't hampers. So, a failover cluster should also have the same hardware which your normal cluster is having. And using some data replication agent, your 10 second your data should be replicated to the failover cluster. Moreover, the cluster should have same hardware configuration because if the main cluster fails, the failover cluster can be capable enough to serve the operations.
