Solution : I am listing out three major steps for identifying the skills that are needed for a project, to survey your team or potential team members skill sets, and to cultivate needed skills within an existing team :

(A) Step-1 ( Identify the Project Requirements ) : Requirements Gathering ( or identifying the requirements of the project ) of the project is the initial phase before starting any project. This is necessary for creating and building a strong team because it tells what all technologies are necessary or required for working on the project effectively.

(B) Step-2 ( Survey for the technologies ) : It is advisable to have a survey for the technologies with the team members as well as with the management team. This survey would easily clear the skill sets of the team members. After collecting the survey data, the Project Manager can easily cultivate the needed skills or technologies within an existing team for working on the project. This survey will also help in deciding each role in the project.

(C) Step-3 ( Identifying Training Needs ) : As we know that everyone needs some training before working on any project, So, it is the responsibility of the project manager to identify the required trainings for developing the team members skills so that the team members could work smoothly, effectively, and efficiently on the project. For being an effective project manager ( either it is a small-sized or medium-sized or large-sized organization ), it is necessary to provide development opportunities to the team for high scalability and better performance.
