In a valid and complete performance measure of every item should be neat and clear for the measure, proper declaration of whatever type should be measured, whatsoever objective is defined it must be completed, all complete list of methods and formulas should be there for any calculation every item or process should be measured. The constraints should be measured properly and all other elements like frequency of count of measurement, proper location all the responsibilities , from where it comes and where it goes the type its nature everything should be measured in a full defined performance measure.
