CPU Utilization and Throughput are the highest focus of a cpu in Desktop OS.

CPU Utilization : CPU would be busy 100% of the times , ideally. On a real time system the cpu usage would be around

40% to 90%.

40% - low load , 90% - high load

The OS tries to maximize the usage of CPU [ Efficient ] . This may minimize the waiting time.

Throughput: Throughput is the number of processes completed per unit time. The OS tries to maximize this too , in order to increase the efficiency
