In my opinion, it is sufficient to protect the employees and not other people.This is because the very fact that the cameras are used for surveillance is in order to protect the organization from untrusted sources or any situation where something against the law is happening.Protecting the employees in advisable because they are working for the organization and they spend a large amount of day in the organization,but on the other hand the outsiders or visitors spend a very short period of time in the organization and might cause a great amount of misery (in any manner ) to the organization.Therefore, the protection measures for other people is not advisable.
