A company in the Netherlands that makes navigation devices collects location data from the devices to provide real-time services to its customers. It also provides anonymous statistical data to government agencies to improve roads and traffic flow. Unknown to the company and its customers, the police used the data to choose sites for traffic cameras to catch speeders. Was this a privacy violation? Why or why not?
This is not a privacy violation.
The data is used by the police to catch speeders. We can say the customer's privacy is violated when
(i) The police is not accessing their personal files or any other private data.
(ii) The company is not aware of the fact that the police is using the data.
But the location data is only provided to the company in Netherlands, the police has no legal authorization to that data. So, from this point of view it is privacy violation. But again the data is not misused and the police is using the data for good reasons. So, ethically this is not a privacy violation.
