No, as all new upcoming OS are based on hardware and RAM dependent as all new OS need more RAM and in mobile phones we can not upgrade RAM so not all upcoming OS are not supported by all mobile.

As each mobile company modify their OS as per their mobile hardware and GPU , CPU and RAM dependent versions so we can not install samsung's OS to any MI mobiles .
