Without the cloud component the platform as a service will be of no use.

Here in this concept the platform has been given to the customers to develop and manipulate applications. So the tools for developing the application has to be supplied by the PaaS suppliers. There exists the need of cloud component and the tools are make available to the clients from the cloud service through the internet.
