Mobility of the data can be restricted by minimizing our dependency on the internet for very small things .

Also , we need to use only restricted apps on our mobile phones so that we can save our data .

This is because a lot of moblie apps keeps on running in the background and consume our data .

Such apps sould be identified and be uninstalled

No , data do not always belong to a mobile device . Broadband connection , Wifi do also provide data and also provide high data transmission rate as compared to mobile devices
