Analysis : In this phase, type of users which is going to use the system, what should this system supposed to do, In what environment and when this system is used, is analysed. In this stage the investigators also analysis the current system and the possible modifications that can be made and also develops a concept for new system. This stage has three steps:

1. Analysis strategy : A strategy is created as a guide to the investigators. In this step the advantages and disadvantages of the current system is being analysed. This step also gives different ways to design the new system.

2. Gathering the requirements : This step is mainly done through questionnairs and interviews. The informations from the first step along with the information given by the project sponsor and other people( information given through interviews and questionnairs) helps to develop the concept of the new system.

3. System proposal : All the information collected from the above two stages that is, the overall analysis and the design concept is combined into a document. And this document will be given to the project sponsor and other important decision makers ( key decision makers), who gives the approval. After the analysis of these members, they decide whether the project should continue or not. System proposal is the first deliverable that describes the requirements the system should meet.
