The IP address is allocated to a device when it gets connected to the internet, the address is the Static IP address, the static IP address is calculated from a large pool of address for a device.

The IP address for a device is static before but after connected, it gets dynamic as dynamic has the benefit of providing remote access to devices from any part of the world.

The dynamic IP address is assigned by the router DNS (Domain name system) this assigns an IP address to each device, the dynamic IP address is beneficial as it allows you to stay connected, this dynamic IP address is assigned to the device by the router DNS. It is used by most of the service providers nowadays.
