Suppose a chosen-ciphertext attacker cannot recover the secret decryption key for an encryption scheme. Does this mean the encryption scheme is secure?

No, it is not mean that if an encryption scheme does not decrypt the secret key, then the scheme is secure.

There are two main factors for secured encrytpion scheme:

  • When the cost of cypher break becomes exceeds encrypted information value.
  • It also depends on the required time. There are some cypher text that are constrained with time. Algorithm must decrypt them in an limited period of time.

Hence, we can not say that encryption scheme is secured if it can not recover the secret key.
