ICMP and IP both are network layer protocols.The ICMP packet is encapsulated by a IP packet (IPv4/ IPv6 protocol) in the network layer(Both are network layer protocols). This IP packet is again encapsulated by a Ethernet frame in the Data link layer. Both header and trailer are added in the Data link layer.

Protocol in Network layer is IP. Protocol in the data link layer is Ethernet.
