In government projects, what is meant by the phrase "most of the benefits are local"? what conflict does this create for the federal government in funding the projects from public monies?

Phrase "most of the benefits are local"neans that benefits of all the investments made by Government in public projects will give benefits either locally or on regional level. Some exceptions like investment in defense and other social activities still there.

Federal Government use money of people. Suppose Public of an area is having more shares in money available with Government and Government pass that money for development in Public project of other area. In that case there will be an conflict between interest of people of two areas. Money of public of an area, if used by Government for development in any other area for benefit of people of that area only, will create conflict of this type.
