The subgrade soil is a layer of well compacted soil to ensure that it doesn't settles (fails) when loads are applied to it (mainly vehicular loads ).
Functions of subgrade soil are:
1) It provides a stable base for the construction of roads and laying of railway tracks.
2) It avoids the accumulation of water and allows the water to pass through it and recharge the water table( percolation).
3) It distributes the load onto the ground (earth).
