If one end is symmetric to other end the the modified stiffness factor is either 0.5 times members relative stiffness , thus statement (II) is false

If one end is asymmetric to other end then the factor is 1.5 times the members relative stiffness,thus statement (III) is true

If one end is restrained , then stiffness factor is equal to zero , thus statement (IV) is true
